I have willow hygro . They are doing very well . Can they be propagated from cuttings and how is the best way to go about this ? Also , can this plant be floated rather then buried in substrate ? I have a few that I loosely weighted down just above the gravel and they seem to be doing good .

Yep, keep cutting and replanting.

Willow hygro is one of those that the less light and CO2 in a tank, the more stem will grow between each leaf node and more "leggy" the plant will appear. I'll sometimes trim off all the leggy bottom part of a stem before I replant just to keep the stems looking a bit fuller.
